I had a roof that was stripped and re shingled 22 years ago 1989.
In that case tear off the bottom ice shielded portion of the roof before the shingles heat up and stick and stick together.
However remember to be conscious of the weather as it can be more difficult to cover up lower sections of roof water flows down hill.

I am going to replace my roof my question is do i try to remove the existing ice and water shield or just lay new ice and water shield over the old.
Removing ice and watershield i wouldn t remove the shield if anything i d supplement it possibly by going over it.
Unless you hate future roofers that you don t even know yet do not cover the entire deck with iws.
